I understand that if a target shoots at LET/INN then that means 70% will shoot on lets (T-1), but under what conditions?

I mean.. for the sake of keeping it simple, I’ve got 7m TLs and I’m planning to attack apaches (LET/INN). Would I have to send 3 mill flak (total mob of 10m units) so that only 70% of the apaches will shoot the TLs, or would it already only shoot at 70% even without the INN?

theres different sorts of flak, Let-flak (for flakking your let) and normal flak (inn like gardeners) basicly.
the more flak you send the less your main force gets killed,
so for instance in your case the let flak would be jeeps as they have armour(and apache dont do armour damage)

this means a bigger percentage of the 70% would fire on the jeeps and a lesser on the tl

lets say you have 7mil tl + 7 mil jeeps versus apache that would mean that
the remainder of the apache fire 35% on tl and 35% on jeeps.
